Leadership and Management Development
The importance of effective leadership on the communities we serve has been recognised by the sector, and in 2005 a new National Leadership Centre for Local Government was set up, followed by the Northern Leadership Academy.
The Leadership Centre for Local Government
The Leadership Centre for Local Government (LGLC) works with both individual and groups of local authorities in England to develop the quality of leadership among their political leaders and officers. The LGLC was set up in 2003 after recommendations from the Leadership Development Commission, set up to review the current leadership situation in local government.
The LGLC provides and pays for a leadership advisor for those authorities they are working with. The advisor spends time working with the senior political and managerial team to identify ways to improve leadership capacity, resolve issues and map out a development programme.
The LGLC also aims to raise the accountability and profile of Councillors to increase the sense of civic pride.
Manifesto for Leadership in Local Government
The Leadership Centre for Local Government has launched an eight-point manifesto for leadership that reveals the challenges that face local authorities today. The manifesto has been shaped by a series of learning sets and dialogues with Leaders and their respective Chief Executives from a range of authorities, and addresses the unique and complex leadership challenges local government faces.
Stephen Taylor, Chief Executive of the Leadership Centre, said: “The challenge is as much about governance as it is about government."

Northern Leadership Academy
On 19 January 2006 a £5 million flagship initiative to strengthen leadership across the North of England was announced by the three Northern Regional Development Agencies (RDAs), with the creation of a new Northern Leadership Academy (NLA). Developed by the North West Regional Development Agency (NWDA), the NLA will be led by a consortium including Lancaster University Management School (LUMS), Leeds University Business School and the University of Liverpool Management School.
Steven Broomhead, NWDA Chief Executive, said: “The North has a strong history of entrepreneurship, having produced some of the country’s greatest leaders. This flagship initiative will help to strengthen our capacity in this area, ensuring that we have the tools to establish the North of England as a place of exceptional opportunity for the leaders of the future.”
