Every authority is required to adopt a Code of Conduct that sets out rules governing the behaviour of its Members. All Elected, Co-opted and Independent Members of local authorities, including parish councils, fire, police and national park authorities, are covered by the Code.

There is a new Model Code of Conduct for Members that was issued by the Government on 4 April 2007. Guidance published in May 2007, which provides an overview of the revised Model Code of Conduct, is available to download below.
