Community Empowerment
The Government is expected to publish a new White Paper in the summer focussed on empowering citizens. The White Paper will seek to reconnect local people with their councils and will be built around four key pillars:
- Improving deprived areas through regeneration and promoting work and enterprise.
- Encouraging active citizenship and reviving civic society and local democracy.
- Improving local public services.
- Strengthening local accountability.

It brings together the key findings of two separate reviews undertaken with local authorities during the autumn of 2006 and spring of 2007 - the Independent Commission on the LGA and its relationships, and the series of discussions with councils across the country under the banner of Raising our Game.
