Developing Strategic Human Resources Capacity
in the North West


The development of strategic HR capacity in local authorities is central to delivering transformational change, and the need to make an investment in the HR function is already articulated in the Pay and Workforce Strategy at a national and regional level.

There is also recognition that the role of HR is experiencing enormous change and a recent Chartered Institute of Personnel and Development (CIPD) research report, ‘Managing and Developing HR Careers’, clearly states that HR needs to nurture and retain talent.

“It is clear that HR functions would benefit from spending more time thinking through the implications of new forms of HR skills and consider proactive development activity to help people gain the skill sets they need.”

In responding to this challenge, North West Employers and NWIN (now part of the North West Improvement and Efficiency Partnership - NWIEP) have developed the HR Development Gateway and are working in partnership with the Public Sector People Managers‘Association (PPMA) to ensure that the needs of the HR community are met and that the North West is established as a leading force in building future capacity. 

Progress So Far

NWIN invested significant funding to establish the Gateway and the first suite of development programmes, which all aimed to make a substantial contribution to the improvement agenda in the North West.

What Next?
 
We are really pleased that the North West improvement and Efficiency Partnership (NWIEP) have continued their support for 2008/2009 with further funding to ensure elements of the Gateway continue their success. 

Our Gateway family has been extended and whilst key features of the Gateway will continue, they will now be key features of the Leadership and Organisational Development Gateway and the Workforce Gateway.
