Joint Regional Council

North West Employers' Human Resource Committee constitutes the Employers’ Side of the North West Regional Council for Local Government Services. The Trade Union Side comprises representatives from UNISON, GMB and T&GWU. The Council is able to consider any matter referred by the National Joint Council and may take executive action within the region in connection with:

  • Decisions arrived at by the National Joint Council.
  • Matters delegated to the Council by the National Joint Council.
The Joint Regional Council's functions are to support and encourage:

  • High quality services delivered by a well-trained, motivated workforce with security of employment.
  • Equal opportunities in employment; equality as a core principle which underpins both service delivery and employee relations; and both the removal of all discrimination and the promotion of positive action.
  • Healthy and safe working practices within the appropriate environment.
  • A flexible approach to providing services to the community, which meets the needs of employees as well as employers.
  • Stable industrial relations and negotiation and consultation between local authorities as employers and recognised trades unions.
  • The development of employees to meet the mutual aspirations of both employee and employer, recognising future changes in the working environment.
  • The training and development of members of both sides in all aspects of the Council's work and on subjects of mutual interest.
  • Co-operation with other Provincial/Regional Councils in dealing with matters of common interest.
