Introducing the Workforce Gateway
This new Gateway will be delivered through North West Employers on behalf of the North West Improvement and Efficiency Partnership (NWIEP) and will build on successful initiatives and provide increased support to authorities in tackling key workforce issues. In addition it will help to connect the development of the public sector workforce to the region’s broader economic aims for building skills and reducing worklessness.
Most authorities will spend 75% of their revenue budget on their people resources. Many of the opportunities for improvement and efficiency gains will depend upon the development of a highly skilled and flexible workforce that has the capacity to deliver local aspirations.
The Workforce Gateway Offer 2008/09
The Gateway will provide a co-ordination point, networking opportunities and a range of support including:
- An on-line self assessment tool to enable authorities to manage and benchmark their progress, linked to guidance and good practice examples.
- Co-ordinated support for key workforce networks such as Children’s and Adult Social Care and health services.
- Pilot work on integrating workforce plans across partnerships.
- Increasing workforce skill levels aimed at meeting the Skills Pledge objectives.
- Building on the already successful HR Development Gateway, increasing the region’s current and future capacity to manage change.
- Exploring how workforce planning issues can connect to the wider regional economic aims to reduce worklessness and improve access to employment for greater mutual benefit and value for money.
Working in Partnership The information resources and the support and advice that underpin the Gateway will be appropriately tailored to the particular and different needs of the sub-regions within the North West. The Gateway will engage at regional, sub-regional, authority groups and at individual authority levels to ensure best effect.
