Corporate People Management Peer Review

Whilst the individual skills and capacity of HR leaders have been at the heart of our strategy during 2005, effective people management has to be seen in a wider organisational context. North West Employers leads a partnership with three other regional Employers’ Organisations and Excellence in Business to develop a Corporate People Management Peer Review process. The process, in varying forms, was piloted in four local authorities during 2005 and the test runs, funded by the former Employers' Organisation for local government, have provided valuable learning and helped refine the final process.

The model sets itself apart from other processes as it focuses on how the organisation and its leaders manage their people, rather than take a narrow view of looking at the HR function. It also takes account of the Comprehensive Performance Assessment key lines of enquiry, thus providing a valuable asset to authorities when preparing for their assessment.

Tameside MBC was one of the first authorities to use the process after the piloting stage had been completed and Mirriam Lawton, Acting Chief Executive People & Performance said:

“The Peer Review was a real catalyst to the HR senior team who found the process from self assessment to discussing findings as very helpful in further improving our understanding of how to take the People agendas forward. From a strategic HR perspective the value it can bring to the CPA assessment process is a major consideration not withstanding the value it brings to my ability to further improve the HR service. We believe that challenge of this nature invariably leads to improvement and in terms of investment, offers excellent value for money.”

Having developed, piloted and tested the scheme, responsibility for rolling out the process has been passed to the Improvement and Development Agency.
