Workforce Planning

Workforce planning, when integrated into business planning, sets out a comprehensive approach to help ensure the organisation has the right number of people in the right places with the right skills at the right time to deliver the services planned.

The task of drawing up a workforce plan can be onerous, especially when there are scarce resources available and when the task is seen as an add-on to other planning processes. For that reason a group of district councils, facilitated by North West Employers, got together to identify a simpler method of creating a workforce plan.

The result is the North West Employers’ Model Process and Template, which comprises six stages:

1. Preparation and Securing Support.
2. Establish Current Position.
3. Identify Future Needs.
4. Identify Gaps.
5. Develop Workforce Development Plan.
6. Review and Evaluate.
